Negotiations on the renewal of each collective agreement are conducted by a bargaining committee composed of the administrator, corporate services or designated director and other non-unionized members, as recommended by the Director, Corporate Services, Executive Committee and approved by the Board of Health. The committee shall give its instructions to the negotiating committee. The bargaining committee cannot negotiate a memorandum of understanding that is inconsistent with this directive without returning to the Council. If a memorandum of understanding has been signed with a trade union, it must be submitted to the Council for ratification. Ratification requires a simple majority (50% plus one).
